New Traffic Engineering Leadership Announced

Sam Schwartz is pleased to announce several new Traffic Engineering leadership roles, as well as the reorganization of the NYC office’s Traffic Engineering department into two specialized divisions. Working in close collaboration, these new teams will enhance the firm’s ability to serve its growing client base and solve the region’s toughest transportation challenges.

Rachel Beer, PE, PTOE, has been promoted to Associate and named Director of Traffic Analysis. Rachel’s team specializes in multi-modal transportation analysis, traffic simulation and modeling, traffic impact studies, traffic monitoring, and safety studies. Rachel has led several large-scale, complex data collection and analysis efforts, including traffic monitoring for two landmark projects in Manhattan: the 14th Street Busway and the creation of Plaza33 at Penn Station.

Tom Pagano, PE, PTOE, has been named Director of Traffic Management and Design. Tom will lead a team specializing in transportation management plans, construction logistics, work zone traffic control, and the design of traffic signals and signage. He has played a pivotal leadership role in the firm’s provision of transportation services during both the reconstruction and continuing operations of the World Trade Center. Tom currently serves as President of the Institute of Transportation Engineers (ITE) Met Section of NY and NJ.

Don Tone, PE, will expand his current role as a Vice President to also serve as Senior Director, Traffic Engineering, where he will provide leadership over both new divisions, ensuring that Sam Schwartz’s full suite of traffic engineering services conforms to the highest standards of customer service and technical quality.

“Sam Schwartz has long been the go-to firm for the toughest traffic engineering challenges,” said Jeff Smithline, PE, PTOE, Senior Vice President and National Director of Traffic Engineering, “and with this reorganization, we’re establishing new leaders who can manage our specialized services and enhance our capacity to deliver best-in-class solutions to our expanding clientele. Rachel, Tom, and Don embody the firm’s signature combination of creativity, technical expertise, and relentless commitment to our clients. I look forward to the continued growth and development of our engineering work under their leadership.”
